1/35 or 1/48 Plastic soldier review site?

Not that I'm aware off, are you looking for any particular item? Google is always a good advisor.

Yes I wonder myself. There should be! As armpcm suggests I usually search for reviews for specific sets and mostly find one. But the figures aren't always showed assembled in reviews though, but sometimes I find modellers picures of their ready assembled and painted figures.
The reason there aren't any "PSR" for 1/48 and 1/35 are perhaps that they require more work than just cutting them out from a frame that most 1/72 figures do.

Which makes me wonder; are there any 1/32 plastic figures review sites?

Similar to PSR nope. TSC isn´t too bad, has a lot of Reviews but it isn´t set up in periods like the PSR ones.

Perhaps someone should start one then not me I know nothing about 1/35

I suggest checking out the various websites owned by Modelling magazines. Fine Scale Modeler, Military Modelling etc. They do reviews but mostly on vehicle kits. Hopefully you can find what you need
