The cheapest varnish I know and used is commercial varnish for wooden floor, preferably of acrylic-urethane type and water based. With one pot you can probably coat an army of 40000. I just leftovers from a renovation - so really cheap.
Advantages:
1 - gives an extremely tough and longlasting coat
2 - seals really well
3- water based, no smell, easy clean
Disadvantage
- even the « satin » type will probably be too shiny for your taste. You need to procure yourself the matting agent and add to your coat. Matting agents are not on regular shopshelves; they are sold to paint and varnish makers.
The 2 best ones are:
- fused silica type, brand name is Aerosil
- washed out shell type silica, brand name Siloid
